Client Services
From the day you sign, your project has a tracking number, a named case manager and a written schedule.
On a construction project, what wears an owner down is rarely the work itself — it is not knowing. A file that sits at the municipality for months with no word on where it stands, a drawing that changes without explanation, a cost that shows up on an invoice no one mentioned beforehand. Our client services unit exists to close exactly those gaps.
Every project is assigned one case manager, and that same person answers to you from the first meeting through handover, so you never have to explain your situation from scratch. Three things arrive without you asking for them: a written schedule for each stage, a progress report every 15 days, and an itemised invoice that draws a clear line between our engineering fee and the charges payable to public authorities.

What We Guarantee
Our service commitments
Calls and WhatsApp answered within 2 working hours
Every call and WhatsApp message sent during office hours is answered within 2 hours, and every email within one working day. If the answer requires digging into the file, we tell you on that first contact exactly when the full response will arrive.
A progress report every 15 days
Without you having to ask, you receive a written report every two weeks: what has been done, what comes next, what is currently blocking us and the expected date. During construction the report includes dated site photographs.
No unannounced costs
Nothing is added to an invoice without your prior written approval. Every invoice is split into three parts: engineering fee, payments to the municipality and public authorities, and construction costs.
Documents to you within 3 working days
Every approved drawing, receipt, clearance or permit we obtain from the municipality or any authority is scanned and sent to you within 3 working days, with the original filed in your project archive.
One case manager throughout
From the first meeting to handover, one person is accountable to you. If that person has to change, a handover meeting is held with you and both engineers present so no history is lost.
Delays reported within 3 working days
Anything that pushes the programme back by more than 2 weeks is reported within 3 working days, with the cause, its effect on later stages and a recovery plan — whether the cause sits with us or outside our control.

Complaints & feedback
Register a complaint by whichever route suits you: an email to info@shahraraasar.com with “Complaint” and your file number in the subject line, a WhatsApp message, or a paper form at the office. The complaint is logged the same working day with a reference code, and that code is texted to you immediately. From then on it is tracked separately from the project file so it cannot get lost in day-to-day work.
Initial response within 2 business days, final outcome within 10 business days.

Frequently asked questions
At what point is the contract signed, and what should it contain?
After the site visit and feasibility study, once both sides know exactly what the job is. The contract should set out the scope stage by stage, the fee and payment milestones, the schedule for each stage, an explicit list of what falls outside our responsibility — municipal charges and authority fees, for example — and termination terms that work both ways. We send the draft before the signing meeting so you have time to read it or show it to your own legal adviser.
How are payments staged?
Payments are tied to deliverables, not to the calendar. Typically a portion falls due on signing, a portion on approval of the concept drawings, a portion when the complete drawing set is submitted to the municipality, and the balance on issue of the permit or on completion of each construction stage. The exact percentages are written into the contract, and we invoice nothing until the deliverable is actually met.
Are municipal charges and authority fees included in your fee?
No. Permit charges, engineering-organisation fees, insurance, fire-department fees and utility connections are all paid in the owner's name directly to those bodies, and we hand you the receipts. Our fee covers engineering services and the administrative follow-up only. We give you an early estimate of these external costs before you sign, but the final figures are set by the municipality's own calculation and are outside our control.
What happens if I want to change the design mid-way?
It depends on the stage. Changes during the architectural concept phase are normally absorbed at no extra cost. Once the architecture is approved and structural and MEP work has started, any change ripples across several drawings and carries both a cost and a time impact. After the drawings have gone to the municipality, a change means amending the file and sometimes a second commission review. In all three cases we give you a written cost and time estimate first, and nothing starts without your approval.
Why does the permit timeline vary so much?
Because much of the route is not in our hands. The number of clearances depends on where the plot sits: a property near a metro line, inside a historic fabric or fronting a main thoroughfare goes through several more steps than a straightforward plot on a side street. Review by the Article 5 planning commission, or handling of past violations at the Article 100 commission, runs on its own timetable. We guarantee the timing of our own work, give realistic ranges for the external steps, update the tracking system weekly and send a written report every 15 days.
Can I terminate the contract if I am not satisfied?
Yes. Termination terms are written into the contract for both sides. On termination, the settlement is calculated on the stages actually completed, and all documents, drawings produced and file records are handed to you within 10 working days. The municipal file is transferred to your next engineer or firm with a formal letter of introduction — holding a file hostage is not something we do.
What exactly do I receive at handover?
The municipal completion certificate, as-built architectural, structural and MEP drawings, approvals from the fire department, lift inspectorate and utility providers, manuals and warranties for the installed equipment, and where required the subdivision record needed to obtain individual title deeds. The full list is written into the contract at the outset so there is nothing to argue about at the end.
After handover, who is accountable if a problem appears?
Under the engineering-organisation regulations, the designers' and supervising engineers' liability for structural defects runs for 10 years from the date of the completion certificate. For construction work we carried out ourselves, the defects-liability period is set in the contract — usually 12 months for finishes and building services — and remedial work during that period is free of charge. Project drawings and records stay in our archive for at least 10 years, and we provide copies whenever you need them.
