Tehran Permit Applications Move Online: A Complete File Is a Fast File

Most stages of the Tehran building permit process now run online, with inter-agency checks exchanged through the system. Across our live files, incomplete initial documents remain the single biggest cause of delay.

Over recent months, document upload, inspection requests, fee payment and case tracking have all become available through the Tehran municipality urban planning portals, cutting in-person visits down to a handful of stages. Checks with the land registry, tax authority and social security office now move between systems rather than by paper correspondence.

For owners, the immediate benefit is visibility: you can see which desk a file is sitting on and why. That same visibility, however, exposes document problems much earlier. A file with an illegible title deed, an expired power of attorney, or a registry sketch that no longer matches the property gets returned at the first step.

Across our active files, three issues account for most rejections: a discrepancy between the deed area and the registry plan, missing identity documents for one of several joint owners, and a property whose current condition differs from the last recorded permit or completion certificate. Fixing any of these after a file has been opened adds between two and six weeks.

Our practical advice is to hold a document review session before anything else: deed, transfer record, registry plan, latest completion certificate, and the property status under the detailed plan. The cost of that session is trivial next to the time it frees up. Shahrara Asar offers this initial review as an in-office consultation for owners across eastern Tehran.
